John Mills

John Mills currently serves as the Director of Cybersecurity Policy, Strategy, and International Integration in the Office of the CIO at the Department of Defense. Mr. Mills was instrumental in the implementation of the Presidential Directive on Cybersecurity, NS/HSPD-54/23 as well as the current Cybersecurity Executive Order. He has led regular engagements with Silicon Valley Innovators. John’s team has also produced the Cybersecurity Scorecards that have established a clear baseline of cybersecurity status. John has directed several successful Rapid Innovation Cybersecurity Technology Pilot efforts. John has 30 years of service as a civilian and 32 years as a member of the uniformed military. John has worked cyber matters since 2004. His service includes active, reserve, civilian, peacetime, and several hostile fire tours as a Colonel in the U.S. Army Reserve in addition to being a US Government Civilian. After 9/11, he conducted planning and operations for Operations Noble Eagle, Enduring Freedom, Iraqi Freedom, and related efforts. During his service he has helped plan, recruit, organize, and implement multiple foreign national forces. He is trained and experienced in Intelligence, Strategic Planning, Civil Affairs, Military Information Support Operations, and Public Affairs. In the 1990’s, John worked as a senior contracting officer and program management analyst for implementation of complex air traffic control and science and technology innovations. In 1997, he was in Bosnia helping to implement the Dayton Peace Accords among the former warring factions. John was in Operations Desert Shield/ Desert Storm in the 3rd Armored Cavalry and prior to this he helped stand up the Army’s first modern autonomous aerial vehicle system. John has a Graduate Degree in Strategic Studies from the Army War College, a Master’s in Business Administration from Golden Gate University, and an undergraduate degree in Geography specializing in Trade and Transportation. John is an Adjunct Professor teaching graduate level courses on national security and cyber law and policy. Recent published articles of his include “Whatever happened to the Front Company? Resurrecting Lost National Security Tradecraft for an Asymmetric World”, “The Key Terrain of Cyber” and “Counterinsurgency in Cyberspace.” Articles in progress include, “Down to the Sea in Ships (again)”, “Five national security events that changed the world – and no one noticed”, and “What did Clausewitz have to say about Sybre?”.
